I beg to enclose the duplicate Draft for Captain
Bell Smith, in case the original has not reached you.
Petition to Inspector General of Chinese Maritime
Customs.
As several Shipmasters trading to this port asked me
to get up a petition to the I.G. of the Chinese
Maritime Customs to prohibit Alicn enemies in their
service from boarding British steamers I put the
matter into the hands of Messrs Wilkinson and Grist,
the Guild's Solicitors, and am enclosing copies of my
letters on the matter to those gentlemen, and their
replies which speak for themselves.
I have the petition, but the difficulty now is
that the Shipmasters think it advisable that the per-
mission to sign the petition had better be obtained
from the several shipping companies in whose employ
they are in.
The Secretary of the H.K.C. & M.S.B. Co., told
Captain Bell Smith that he would give the petition
his
Lieut. T.W. Moore, R.N.R.
